SUMMARY:

 

A professor and director of the urban and regional planning program at a state university who neither has authority to sign purchase orders nor engaged in consultations for more than $250 during the 1976 calendar year does not constitute a "specified employee" pursuant to s. 112.3145(1)(b), F. S., and therefore is not required to file financial disclosure under s. 112.3145(2)(b) and (3).

 

QUESTION:

 

Am I, a professor of urban and regional planning and director of the urban and regional planning program at a state university, a "specified employee" for purposes of filing financial disclosure?

 

Your question is answered in the negative.

 

In your letter of inquiry and in a telephone conversation with our staff, you have stated that you are a professor of urban and regional planning and the director of the urban and regional planning program at the University of Florida. In addition, you have stated that you have no authority to sign purchase orders and that you have not received over $250 for consultations during the calendar year 1976.

Accordingly, you do not fall within any of the categories of persons defined as "specified employees" in s. 112.3145(1)(b), F. S. (1976 Supp.), and therefore you are not required to file financial disclosure pursuant to s. 112.3145(2)(b).
